instalado (qualquer distribuição do Linux), uma tentativa pode ser
"limpar" o arquivo, removendo os 0s:
sed -e 's/\x00//g' teste.csv > teste2.csv
sed -e 's/\xff\xfe//' teste2.csv > teste3.csv
